In medium saucepan, add 2 cups water, the tea bags, cinnamon stick, cardamom pods, and star anise. Scrape vanilla bean seeds into pan, then add beans. Bring to a boil over high, then simmer over medium until tea is infused, about 8 minutes; strain. In bowl, whisk condensed milk and liqueur. Divide tea among small glasses filled with ice. Top with condensed-milk mixture.
