In small bowl, mix cumin, garlic powder, coriander, cayenne and 1 tsp. salt. In large bowl, toss wings with EVOO. Sprinkle with spice mixture; toss to coat. Arrange in single layer on a foil-lined baking sheet; season. Bake, flipping once, until golden, 40 minutes. Meanwhile, in another small bowl, mix yogurt, cucumber and cilantro; season. Serve with wings.
