In bowl, microwave potatoes, covered, on high until tender, 5 minutes. In large skillet, cook sausage in 1 1/2 tbsp. oil over medium-high heat for 2 minutes. Add onion; cook, stirring often, until soft, 6 minutes. Transfer to plate. In same skillet, cook potatoes in 1 1/2 tbsp. oil, stirring once, until browned, 10 minutes. Add bell pepper and apple; cook over medium-low heat, stirring often, until tender, about 8 minutes. Stir in sausage and onion; season. Top with cheese, parsley, and eggs.
