Cook hot dogs. Divide 1 1/2 cups shredded cheese among 3 large flour tortillas. Microwave one at a time on high until cheese melts, about 30 seconds. Cut each tortilla into four 1/2-inch strips and wrap a strip around each of 4 hot dogs, leaving a gap at one end for eyes. Repeat with the remaining ingredients. Place crushed red pepper seeds on hot dogs for eyes.
