Preheat oven to 450 degrees . In skillet, heat 2 tbsp. oil over medium. Add chicken and chili powder and cook, turning once, 5 minutes. Remove and coarsely chop. Add remaining oil, peppers and onion. Cook until soft, 5 minutes; season. On a foil-lined baking sheet, layer half the chips, chicken, veggies and cheese. Repeat with a second layer. Bake until cheese melts, 5 to 10 minutes. Serve with sour cream and hot sauce.
