To make a batch of these sophisticated sparklers, combine 1/2 cup dried hibiscus flowers, 2 tbsp. lightly crushed green cardamom pods, 3 strips orange zest, 1 cup sugar, and 1 cup water in a small saucepan. Bring to a boil over medium-high heat, stirring until the sugar dissolves, about 6 minutes. Remove from heat and steep for 30 minutes. Strain, discarding the solids. Add 2 tbsp. of the syrup to 4 ice-filled glasses, top with soda, and garnish with orange slices.
