I n a large saucepan, bring 7 cups water to a boil. Add 4 earl grey tea bags, 1/2 cup brown sugar, 6 crushed cardamom pods, 1 teaspoon fennel seeds and 10 peppercorns and boil for 10 minutes. Strain into a large, heatproof pitcher. Stir in 1 cup room-temperature whole milk. Serve hot.
