  • Whisk together 2/3 cup water, flour, salt and egg. Stir in fish, scallions and chile. In 8-inch nonstick skillet, heat 1/2 tsp. oil. Spread 1/3 cup batter to fit skillet. Fry both sides until golden. Repeat with remaining oil and batter. Serve with soy sauce.
